The series OHSAS 18000 was materialized by the BSI (British Standards Institution). In short, the OHSAS 18002 OHSAS 18001 is that ISO 14004 to ISO 14001, ie a guide to their understanding and application, which must go also the auditor. The main changes with respect to the OHSAS 18001:1999 is the emphasis given to health and improved compatibility with ISO 14001:2004, which can develop its business on systems integration. In addition, other changes are:

* OHSAS 18001 is now called herself Norma, no specification or document, as in the first version. This is a consequence of the growing acceptance of OHSAS 18001 standards by agencies in many countries.
* Addition of new definitions and revised some existing ones.
* The term tolerable risk is replaced with acceptable risk.
* The term accident is now included in the term incident, reinforcing the concept of prevention.
* Risk no longer refers to damage to property or place of work, since such damages are related to asset management and not to the management of occupational safety and health, which is the purpose of this OHSAS standard.
* Points 4.3.3 and 4.3.4 have been combined into one clause.
* Includes a new requirement to take into account the hierarchy of controls as part of planning for safety and health at work.
* Take a major role in managing change.
* It introduces a new item for the “Evaluation of compliance.”
* There are new requirements for participation and consultation of workers.
* New requirements for the investigation of incidents.

So now the OHSAS series is made up of two policy documents:

OHSAS 18001:2007 “Requirements for safety management systems and health.”

OHSAS 18002:2008, “System management health and safety at work – Guidelines for the implementation of OHSAS 18001.”

La OHSAS 18001 ha sido diseñada para poder responder a la demanda de las empresas de cara a la certificación por terceras partes. Puede ser utilizada igualmente para cubrir las necesidades internas de la empresa en su búsqueda de la mejora continua. Permite evaluar y certificar sistemas de gestión aplicados voluntariamente por diferentes organismos o empresas.

Son muchas las empresas que utilizan ya esta posibilidad. Por ejemplo en Francia, a finales de 2001, nueve establecimientos estaban ya certificados según esta especificación. El comité identificó la necesidad de desarrollar por los menos los siguientes documentos:

En definitiva, la OHSAS 18002 es a la OHSAS 18001 lo que la ISO 14004 a la ISO 14001;es decir, una guía para su comprensión y su aplicación, a la cual deberá acudir también el auditor. Esta es la razón por la que se encuentra, en las publicaciones de referencia de la OHSAS 18002, las guías de auditoría de calidad ISO 10011:1990 y 1991, y de medio ambiente ISO 14010, 14011, 14012:1996.Ha habido cambios importantes a la Norma desde la primera vez que se publico en 1999 como consecuencia de su creciente y extensa utilización. Así, en el año 2007 fue publicada la norma OHSAS 18001:2007 “Requisitos de sistemas de gestión de seguridad y salud”.

La OHSAS 18001:2007 reemplazará a OHSAS 18001:1999 que será retirada. Habrá un periodo de transición de dos años (que comenzó el 1 de Julio de 2007 con la publicación de OHSAS 18001:2007) para aquellas organizaciones que ya han alcanzado la certificación con la especificación existente o que están en las etapas finales de conseguirla.
